County pilots public map-and-photo tool to report illegal dumping

Putnam County staff demonstrated a public-facing, mobile-friendly dashboard July 28 that allows residents to report illegal dumping by placing a map pin, uploading a photo, choosing categories and submitting additional details.
Staff said the system repurposes functionality used during hurricane debris response: users can mark whether debris poses a life-safety risk (which will flag emergency contacts) or submit non-emergency reports that route to public-works and code-enforcement staff. The tool supports anonymous submissions and will provide staff with a geographic "hot-spot" view so cleanup and enforcement can be prioritized and coordinated.
Commissioners and community partners said the tool could make cleanups more efficient and more actionable for enforcement and community volunteers. The county will pilot the program and refine routing and integration with yard-debris pickup and public-works operations.
Next steps: staff will refine workflows, integrate with public-works pickup scheduling where practical and publish the dashboard for public use once testing completes.
