Parking, water service and fire-safety details flagged as next steps for Nest PPD

While the Planning Board approved the Nest project's initial concept, members identified several outstanding infrastructure and operational issues that require technical follow-up before final approvals.
Engineer Brian Madigan said the applicant seeks to reduce parking from 1.7 spaces per unit to 1.2 to improve green space and stormwater layout, noting that "Normally with apartments, the average most other municipalities require is 1.5 spaces per unit." The board asked how additional parking would be handled if demand exceeded supply; Madigan said additional green space could be converted to parking later.
Madigan also told the board he believes OCWA will require the development to use a private water system, with hot-box metering by OCWA; he said the fire department asked for a loop in the water line. Chairman Dan DeLucia raised whether village water and sewer could support the project; Madigan said village sewer is adequate but water arrangements would depend on OCWA. Member Alan Archer noted the village might require sprinklers in all units; Madigan said the fire department would review sprinklers and hydrant locations as part of the technical review. Member Coleman expressed concern about parking during clubhouse events; Madigan said 30 spaces would be designated for the clubhouse.
The board approved the concept sketch but required the developer to provide detailed plans and to submit to OCWA and the fire department for confirmation of water service, hydrant locations and sprinkler requirements in subsequent review stages.
