Planning Board gives concept approval to 90-unit "Nest" PPD; review to continue on infrastructure details

The Village of Minoa Planning Board granted conceptual approval on March 12 to the preliminary sketch plan for the Nest planned development district (PPD), a three-building proposal totaling 90 apartments (30 units per building) with senior units on each first floor.
Engineer Brian Madigan, representing the applicant, said the revised sketch responds to prior feedback and shifts the design from two-story to three-story buildings to reduce footprint and preserve open space. "They are proposing a small rental office, a small maintenance shed, and a 500 X 280 square foot club house," Madigan said, and the project would provide private roads with fire access around the site.
Madigan described the project as accommodating senior living on ground floors, and he said security would be provided through a system linked to emergency services. He confirmed the applicant is not seeking tax incentives, pilot arrangements or Section 8 housing. The board discussed but did not require specific approvals at this concept stage; the application will proceed to agency and departmental reviews, including fire-department review for sprinkler and hydrant locations.
