Cottonwood County allows employees to top off Paid Family Medical Leave and to use it intermittently

The board voted Nov. 4, 2025 to allow county employees to "top off" Minnesota Paid Family Medical Leave (PFML) payments with accrued vacation or ESST (sick) leave and separately approved intermittent use of PFML; no action was taken on a separate vacation payout request.
The Cottonwood County Board of Commissioners voted unanimously Nov. 4 to allow employees to "top off" weekly PFML benefits with accrued vacation or ESST (sick) leave so employees’ pay will better match prior weekly earnings. The motion to permit topping off was made by Commissioner Donna Gravley and seconded by Commissioner Wayne Maras.
In a separate motion the board approved allowing PFML to be used intermittently, again by unanimous vote (motion by Commissioner Larry Anderson; second by Commissioner Tom Appel). County Coordinator Kelly Thongvivong led the discussion and framed the two policy questions for the board. The board noted one employee has more than 272 hours of vacation but took no action on payout or carryover for that balance during the meeting.
