The Cottonwood County Ditch Authority on Oct. 7 directed staff to prepare draft findings and an order to adopt redetermined benefits, confirm the viewers’ reports (as amended), and award damages where applicable for CD 13, CD 43, JD 9, JD 20, JD 25, JD 28, JD 30 and JD 31. Ditch Attorney John Kolb summarized prior proceedings and noted the public comment period remained open.
Scott Henderson of H2Over Viewers reviewed the viewers' determinations for the listed ditches and reported whether benefits or damages were identified. After limited public comment, Chair Kevin Stevens closed the public comment portion and the board voted to recess the hearing to consider the draft findings at the board’s regular meeting on Oct. 21, 2025. The motion directing staff to prepare the draft findings and order was carried unanimously.
