Coppell staff proposes $1M liability, revocation standard and consolidated contractor registration

Steve Schubert told the commission Aug. 6 that he inserted a clear liability-insurance threshold and consolidated registration requirements into the proposed ordinance language to simplify contractor onboarding. "I have in inserted the portion of a copy of liability insurance minimum of $1,000,000 coverage," Schubert said, explaining the change would keep all registration guidance in one place for contractors.
Schubert also proposed new language allowing revocation of registration for contractors who threaten or abuse city staff. He characterized the revocation provision as a "last ditch" effort to protect staff safety and said a revoked registrant could appeal to the Building Standards Commission. Schubert explained administrative fees are modest (he said the city registration fee is $75) and that fee refundability is controlled by the master fee schedule, not by this ordinance language.
Commissioners asked about guardrails for revocation and Schubert said staff practices emphasize working with contractors before revoking credentials; persistent or violent behavior would trigger permanent revocation and referral to the commission for appeal.
