Supervisor Chad Niles read the resolution noting the civil-service requirement and the board resolved that "the Town Board has no choice but to discharge Mr. Gilbo from his appointment as Town Dog Control Officer, effective immediately, for violation of Franklin County Civil Service rules, with appropriate compensation paid for performance of duties during the months of January and February 2025." The motion was adopted by unanimous consent.
The board immediately appointed Christina Gilbo—identified at the meeting as one of Mr. Gilbo's deputies—as Town Dog Control Officer, contingent on Franklin County Personnel Office approval and funded under the 2025 Wage and Salary Schedule for the remainder of FY2025. The minutes record that Mike and Christina Gilbo "were introduced and gave the board an update on dog control business" before the formal appointment was made.
The board's actions were recorded as Resolutions #75-2025 (discharge) and #76-2025 (appointment). No public comments were recorded on the personnel action during the meeting.
