Staff adds $6 million transfer to recreation-development fund for trail projects

City staff told the Coppell City Council that the FY2027 packet includes a $6,000,000 one-time transfer from the general fund to the Recreation Development Corporation (CRDC) to support trail projects.
"We did add a transfer in to this fund in the amount of $6,000,000. That transfer is from the general fund," Kim said while reviewing packet changes. Staff said the transfer was drawn from an assigned fund balance that had been designated for future trail projects.
The presentation noted that while staff added the transfer and set aside assigned fund-balance categories based on community-experience conversations, several potential trail projects listed in the CRDC walk-forward currently do not have formal funding sources identified. Council members asked staff to track project-level funding status and to return with implementation details as part of future capital planning.
