PZBA recommends electronic reader board for Golden Bear Pancake & Crepery with brightness and motion limits

The Planning and Zoning Board of Appeals recommended that the Village Board approve a special use allowing Golden Bear Pancake & Crepery to install an electronic reader board incorporated into its monument sign at 16851 Torrence Avenue.
Village Planner Maura Rigoni explained that the Landings Planned Unit Development's lot configuration affects how allowable sign area is calculated and that electronic reader boards are permitted in nonresidential districts only through special use approval. The PZBA attached conditions designed to limit visual impacts: the electronic reader board must include "a fully operational light sensor that automatically adjusts the intensity of the graphic," no flashing, spinning, revolving or other motion of any image is allowed, landscaping around the sign must be brought into compliance, and temporary banners or pennants without permits must be removed.
Commissioner Robinette moved to recommend approval "in accordance with the reviewed plans, public testimony, and findings of fact" with the conditions described; the motion passed 9-0. The recommendation will be forwarded to the Village Board for final action and incorporation of the PZBA conditions into any permit.
