Committee holds bartender application after member cites past OWI and underage tickets

The Waukesha City Ordinance and Licensing Committee on July 28 held over Carter Bell’s bartender-license application after members flagged a prior OWI and two underage-drinking citations on his file. Bell told the committee the OWI happened when he was 20 and said, “I was 20 at the time.” He told members he has since worked as a bouncer and bar-back in La Crosse, completed training shifts at the local establishment and that his employer is aware of his record.
Committee members said the two underage-drinking tickets raised concerns about Bell’s ability to police underage consumption if licensed. Alicia, a committee member, noted the application shows multiple youth-related citations and asked whether Bell’s current employer and the applicant’s training adequately addressed enforcement. The committee asked Bell to return with his agent at the next Ordinance & Licensing meeting (the committee indicated August 11 as the next date) so members can review additional background before taking a vote.
