Lansing administrators propose broad restrictions on peddlers, seek special‑event permit process

Village Administrator Podgorski presented a proposal to amend Chapter 28 of the Village Code that would generally prohibit peddlers or transient merchants who operate from carts, tents or vehicles, saying the restrictions are intended to protect Lansing’s brick-and-mortar retailers. He told trustees the Village is not considered a food desert and that commercial districts and supermarkets provide ready access to fresh food.
Podgorski said the proposed changes would not affect tag days or special events hosted by the Village, Lansing business owners or Lansing-based houses of worship or charities. Instead, administration would create a special-event application and allow the mayor or the mayor’s designee to approve temporary uses by licensed peddlers during those events. He recommended legal staff be directed to draft the ordinance amendment and the special-event application; staff also proposed withholding current peddler licensing requests until the amendments are considered. The item was placed on the Feb. 3, 2026 Village Board agenda for formal consideration.
