"What is a property tax revaluation? It really just resets the values across the county," Isaacs explained, saying the office relies on verified qualified sales (about 70% of the process), three valuation approaches (sales‑comparison, income and cost), neighborhood market analyses, field reviews, and a public review and appeal cycle. He said staff will publish an outline of schedule‑of‑values in September, present draft schedules to the task force, and bring a schedule to the board in October followed by a public hearing and a 30‑day appeal period.
Isaacs described quality controls required by the state (sales‑ratio studies, coefficient of dispersion, price‑related differentials) and said the 2025 state letter requiring reappraisal within three years drove the current schedule. He answered commissioners’ questions about treatment of vacant land, outlier sales and measurement/permit checks, and emphasized the department’s transparency goal for field visits and notices.
Commissioners and the tax administrator discussed how revenue‑neutral rate decisions after revaluation can still produce increases or decreases for individual taxpayers depending on differential appreciation across neighborhoods; Isaacs reiterated the appeals process and informal corrections for clerical or measurement errors.
