Board approves SRF disbursements, lead-line project update and Imperial Heights task order

Commonwealth presented multiple SRF disbursements totaling over $616,000 for water and sewer projects, reported SRF financing for lead service line replacement and recommended a $331,600 Task Order with Commonwealth for Imperial Heights design with the Army Corps of Engineers.
At the July 15 meeting Commonwealth representative Al Stong presented several SRF disbursement requests and project updates. The board approved SRF Disbursement #5 ($1,942) and Disbursement #6 (reimbursement to the city of $615,183) tied to the 24" water supply line and the new water main to the Southeast Wastewater Treatment Plant. Stong said remaining SRF funds were confirmed and the office planned a change order to perform potholing to fully expend grant funds.
Stong also updated the board on the 2025/2026 Lead Service Line Replacement project: 920 homes still need an interior inspection and 524 service lines have been fully confirmed as non-lead. He told the board SRF had allocated funds for the project. On wastewater work, borings were completed for the Downtown Interceptor project on Main Street and the contractor expects to reopen the road by the end of July or early August, with other installation and restoration work underway.
The board approved a partial payment (Thieneman PPA #1 Disbursement #5) for the Southeast Wastewater Treatment Plant in the amount of $666,390 to the contractor with $20,610 retainage. Commonwealth also presented Task Order 2026-03 for the Imperial Heights project with a cost of $331,600; the proposal included a possible $140,000 reduction if the city televises and cleans sewers in-house to identify defects. Member Bob Clemons moved to approve the Task Order and the motion passed unanimously.
