Board refers Monroe wellhead protection plan to ordinance review

City staff presented a wellhead protection plan developed with the Wisconsin Rural Water Association and asked the Board to refer the draft for ordinance review so the city can control certain uses near municipal wellheads.
"I worked with the Wisconsin Rural Water Association to develop a wellhead protection plan for the city of Monroe," the presenter said, describing a zone of influence roughly 1,000 feet around wells. The presenter said the plan would allow the city to permit, decline, prohibit, or place conditional uses on activities near wells to prevent contamination; staff recommended sending the draft to the judiciary and ordinance review committee to convert it into a formal ordinance. As an example, the presenter said the city could block a high-risk industrial use—citing hypothetically putting an oil refinery near Well Number 6 by the high school.
Board members asked whether there were any immediate threats; staff said the plan lists potential concerns but none had occurred to date. A motion to move the protection plan to JNO (judiciary/ordinance review) was made, seconded and passed by roll-call. The referral places the draft with the committee that will review legal language and any needed ordinance text before further board or council consideration.
