A staff member who handled the title review explained the background and recommended approval: "After I looked at the title on it, I gave an opinion that the city did not have an interest in it," the staff member said. The staff member added that the instrument "just says the city of Hickory has none in that regard" and emphasized the deed would not affect private property owners' rights. Council approved the request by voice vote.
