Riverstone developer seeks conditional-use OK to build stacked multifamily units in lieu of townhomes

City planning staff told the council the Riverstone Retreat application is a conditional use permit to permit multifamily stacked living units in lieu of previously approved townhomes; staff emphasized the applicant is not asking to rezone or increase the unit count.
"This is a conditional use permit request from Mr. Fletcher K. Love representing Qwasi Holdings," a staff presenter said, and the applicant’s attorney told the council the change is ‘‘a de minimis change from use authorized by the 2021 conditional use permit’’ that would not increase overall density. The applicant said the proposed stacked units retain separate front entrances and off-street parking and that the final plat and utilities are already in place for the approved project.
Council members asked about street lights, sidewalk requirements and ADA-accessible units. Staff told the council that sidewalks are required along road improvements and that fire code will require fire-rated assemblies and automatic sprinkler systems. The applicant said move-ins and certificates of occupancy began in mid-last year and that they would confirm ADA details with property management.
