How Clark County residents can apply for PY2026 CDBG and CHIP assistance

During the public hearing on June 3, Clark County Community and Economic Development Director Ethan Harris answered questions from Bethel Township Trustee Steve Coppess about eligibility and the application process for the PY2026 CDBG/CHIP programs.
"Residents would call Kara Van Zant in the Clark County Community and Economic Development Department and get on the waiting list," Harris said. He clarified that township residents are eligible to apply and that the county is preparing to administer CHP/CHIP services in partnership with New Carlisle when funding is awarded.
Mr. Harris described the distinction between the programs: owner home rehabilitation typically covers larger projects (often for seniors on fixed incomes and commonly around $100,000), while the home repair program addresses smaller needs such as water heaters and ADA bathroom modifications. Applicants should monitor Clark County announcements for the formal agreement with New Carlisle and application deadlines.
