Clark County to administer $550,000 CHIP program in partnership with New Carlisle

Clark County will partner with the City of New Carlisle to administer a PY2026 Community Housing Improvement & Preservation (CHIP) program requested at $550,000, county staff told the Board on June 3. The proposed distribution is $300,000 for owner home rehabilitation, $200,000 for owner home repair, and $50,000 for administration and fair housing.
Ethan Harris described typical owner rehabilitation projects as larger undertakings and said most recipients are seniors on fixed incomes. “For the home rehabilitation, typically 90% of the recipients are seniors on a fixed income who own their home,” Harris said, and he explained that repair assistance covers smaller urgent needs such as water heaters or bathroom accessibility work. The board approved the CDIS containing the CHIP application; the formal agreement with New Carlisle is slated for next week’s agenda.
