The City of Monroe Common Council voted on a motion to convene in closed session under Wisconsin Statute 19.85(1)(e) to deliberate or negotiate the purchasing of public properties or the investing of public funds when competitive or bargaining reasons require confidentiality.
The mayor cited the statute when announcing the closed session: "At this time, we need to go into closed session under Wisconsin State statutes 19.85 per emphases 1 e, deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified business whenever competitive or bargaining reasons require a closed session." Council then took a roll call vote and the motion carried, after which members proceeded to the closed session as recorded in the minutes.
