Clark County to partner with New Carlisle to administer $550,000 CHIP program for homeowner repairs

County staff told commissioners that Clark County will partner with the City of New Carlisle to administer the Community Housing Improvement & Preservation (CHIP) program and will request $300,000 for owner home rehabilitation and $200,000 for owner home repair assistance.
"Mr. Harris said the county is also partnering with New Carlisle for the Community Housing Improvement & Preservation Program (CHIP). This will allow the county to administer the program for the City of New Carlisle. This will be for another $550,000 in funding," the staff report states. Harris explained the rehabilitation program generally serves seniors on fixed incomes and that larger projects are "usually approximately $100,000," while repair assistance covers smaller items such as water heaters and ADA bathroom work.
Staff said an agreement with the City of New Carlisle to administer the CHIP program will be placed on a future agenda. The board approved the overall CDIS that includes endorsement of pursuing CHIP funds and related administration steps.
