"We anticipate to have that study complete, I just got an update, by early March—one of the first weeks of March," Administrator Rindy said, summarizing the timeline and next steps. Rindy said the county completed an earlier facility study in 2021 and the joint study began in October 2023; staff are evaluating multiple sites (including a county‑owned parcel on Ably Road), drafting an RFP for design services, and discussing ownership structures such as tenancy in common.
Rindy said the county may seek bonds for the jail and highway department, but the city is not planning a bond at this time and would focus initially on design and further analysis. Council members raised questions about potential cost savings from shared services, whether a county‑wide dispatch could be part of the proposal, and what equipment and space would be shared. Staff noted that additional legal review and more detailed cost analysis will be necessary before committing to financing or operational changes.
