Clark County commissioners approve PY2026 Community Development plan, clear $288,000 in CDBG allocations

The Board of Clark County Commissioners voted unanimously on June 3 to approve the PY2026 Community Development Implementation Strategy (CDIS), which packages Community Development Block Grant (CDBG) allocations for Clark County projects.
Commissioner Charles A. Patterson moved to approve the CDIS; Commissioner Greg R. Kaffenbarger seconded and the roll call vote was Yes from Commissioners Kaffenbarger, Patterson and President Sasha L. Rittenhouse. The approved CDBG PY2026 Allocation Program lists $110,000 for street and drainage improvements in Springfield Township, $120,400 for drainage improvements in Bethel Township (Cooper Ditch), $43,200 for county administration and $14,400 for fair housing activities, for a total allocation of $288,000.
Ethan Harris, Clark County Community and Economic Development Director, described the formal application process and funding context required by HUD and the Ohio Department of Development. "The back story is over the past 7 years the county has brought in approximately $5.5 million in CDBG grants into the community," Harris said, noting much of that funding went to Springfield and the county's west side.
The approval was recorded in the meeting minutes and the commission closed the hearing after the vote. The county will proceed with program implementation and follow-up items, including an intergovernmental agreement with New Carlisle for CHIP administration scheduled for a future agenda.
