Hospital leaders press state for transparency and representation as hubs distribute funds

Frank Evan Young, who identified himself as the leader of Washington Regional Medical Center, told the advisory committee that smaller independent hospitals need representation and transparency in hub governance and subgranting. "Before we start spending the money and transforming World Health, we should know who those independent hospitals are and have 1 of them at the table sitting with you as well as the roots hubs," he said, and he urged publicly accessible reporting on what funds are awarded and how appeals will work.
State staff responded that hub leads were selected through a competitive RFA process and that NCDHHS maintains reporting and oversight relationships with the hubs, meeting with them regularly and being accountable to CMS. Officials also acknowledged concerns and said the advisory committee itself was intended as an additional accountability touchpoint, while promising follow-up on transparency and vendor/vendor-application processes.
