Commission approves Ellison Ranching zone change to allow gravel extraction

Elko County planning staff presented COZ26-006, a request from Ellison Ranching Company to change zoning on roughly 15 acres from open space to general industrial/extractive (M1) to permit a commercial gravel quarry. Staff recommended approval to support local aggregate needs and noted that if the property is sold the deed must adopt the staff findings and conditions of approval.
Mike Shanks, representing Ellison Ranching, told the commission he did not foresee negative impacts and emphasized the local need for aggregate to support highway projects. "I don't see any negative impacts. It's pretty positive," Shanks said. Commissioners moved to approve the zoning change with staff conditions; the motion passed by voice vote.
Staff also noted surplus material from the proposed operation would be made available for purchase by the Elko County Highway Department for road maintenance. The approval includes standard compliance conditions under Nevada Revised Statutes and Elko County Code and requires deed language to carry those conditions forward upon sale of the property.
