Staff member Lee Cabness described the traditional balance the board has sought: one law-enforcement representative and one city-or-county representative for chair and vice chair. Cabness said that arrangement “was best to keep law enforcement as either the chair or the vice chair, but also to share the representation between the cities and the county.” Board members briefly discussed availability and travel; Hilliker acknowledged distance could affect attendance but said he would rely on virtual options as needed. The board called for public comment and, hearing none, proceeded to the vote.
