Elko County planning staff recommended and the commission approved a conditional-use permit (CUP25-003) requested by Deborah Baumert and Dean Schwartz to allow a skirted fifth-wheel travel trailer to serve as an in-place caregiver residence on an Agricultural Residential (AR) property.
Corey explained staff support and conditions: submission of a plot plan showing the existing residence and the trailer location, notification to the Nevada Division of Public and Behavioral Health regarding septic capacity, connection of the trailer to an existing permitted septic system, and skirting approved by county planning. "The 5th wheel travel trailer shall be connected to an existing permitted septic system," Corey said. Staff also specified the trailer must be removed or cease to be used as a residence when the caretaker function is no longer needed.
A nearby resident, Dave Doak, said he opposed the permit and raised concerns about long-term use of a trailer, enforcement, and the condition of local gravel roads. Commissioners and staff explained enforcement would generally be complaint-driven and that a change in the permitted use would require a new application if the owner later proposed a different structure. The conditional-use permit passed on a voice vote with staff conditions.
