The Torrington City Council approved a special-event permit for the Scottsbluff Valley Street Rods' Classic Cars on Main Street event, set for Sept. 12, 2026 from 7 a.m. to 3 p.m., including permission to close Main Street to 23rd Avenue (one block further north than in past years).
Chief of Police Johnson described the event and noted city safety measures: "SVSR will be obtaining an Umbrella Insurance Policy for the event in the amount of $1 million and will provide a copy of the certificate prior to the event," Johnson said. He also said the event will include one large bounce house and an impaired-driving simulator provided by the Nebraska Highway Patrol. Council approved the permit contingent on receiving the certificate of insurance and completed notification signatures from impacted businesses; the council also waived the special-event permit fee and required the applicant to pay the projected city service cost of $470.34.
Applicant Ed Kimes indicated the group is willing to cover the projected city services cost. City staff noted the permit was submitted without signatures and that the completed notification form and certificate of insurance would be provided in August.
