Council renews SRO agreement with Goshen County School District No. 1

The Torrington City Council unanimously approved renewal of the School Resource Officer (SRO) Intergovernmental Agreement with Goshen County School District No. 1 at its July 21 meeting.
Chief of Police Johnson explained the updated agreement includes three key changes: it must be reviewed and renewed when the newly elected Goshen County Sheriff takes office in January 2027; the agreement adds FERPA-related language enabling officers to access school records while requiring protection of those records; and it clarifies how the SRO hourly rate is calculated. "A note was added stating that the agreement will need to be reviewed and renewed when the newly elected Goshen County Sheriff takes office in January of 2027," Chief Johnson said.
Council members approved the renewal by unanimous vote. City staff said the changes are intended to preserve information protections while clarifying administrative and pay arrangements; the item will be implemented through the existing intergovernmental framework between the city police department and the school district.
