The Torrington City Council on July 21 unanimously authorized submission of a State and Local Cybersecurity Grant Program (SLCGP) application to design and install Supervisory Control and Data Acquisition (SCADA) monitoring on the city electric system.
Emergency Management Coordinator Kenyon said the SCADA upgrade would give staff instant alerts about outages and the ability to monitor voltage and amperage, improving response and allowing staff to spot problems before they become outages. "SCADA is a system that tells you what is going on within the system and gives you some moderate control activities," Kenyon said during the meeting. The application request—$528,385—was based on an estimate provided by a vendor in Casper; Kenyon described the project as potentially multi-year and said Wyoming Homeland Security has expressed interest in the proposal.
City officials described the planned scope as supervisory monitoring rather than immediate remote control; staff said they could scale the build-out to match whatever portion of the requested funds is awarded because the program does not require a local match. Electrical Supervisor Scott Sides said instantaneous data would be "huge" for the Electric Department for safety and reliability. Council approved Resolution No. 2026-09 authorizing the grant application by unanimous vote. Next steps are submission of the SLCGP application and, if funded, staged implementation based on awarded funds.
