Staff recommends raising LAFCO contribution to $35,000 to fund municipal service reviews about every 11 years

Planning Division staff told the commission that with the current contribution level of $15,000, it would take many years to fund the municipal service reviews the commission is required to perform. Staff presented scenarios and recommended raising the contribution to $35,000, which staff said would allow municipal service reviews roughly every 11 years for a small, rural county.
"If it's if we have a contribution of 35,000, we can do a municipal service review every 11 years," Planning Division staff said. Staff explained the packet includes different scenarios (8, 10, 12, 15 years) to show how often reviews could be completed under alternative funding levels and how costs would split among jurisdictions. Commissioners asked for those scenario breakdowns and discussed that increases would not create a large per-city sticker shock.
Staff will return with detailed scenarios at the next meeting so commissioners can weigh frequency of reviews against contribution levels and fiscal impacts for member cities and the county.
