A developer and his planner presented a conceptual master plan for a large planned unit development that would add single‑family lots, tiny‑house parcels and a ministry area adjacent to an already‑permitted church.
Planner Brad described the proposal as phased: "Each 1 of those phases just kinda separates, what the intent is, not necessarily timing," he said, explaining the sequence is meant to permit staged engineering, fundraising and design. The board heard that the church has a conditional use permit and is under construction but does not yet have a certificate of occupancy.
Applicant David Windley said the intent is not simply to subdivide and sell all lots; some lots would generate income to sustain ministry work. Staff reminded the board that this meeting was informational — the public hearing and formal change‑of‑zoning action will come later; the board set a public hearing for Sept. 3, 2026 so the planning office and public can review detailed engineering, water and road plans.
