City attorney staff presented Ordinance 1593 to update Arcadia's nuisance‑abatement code. The draft expands the statutory definition of nuisance to expressly cover vacant and abandoned buildings, visual blight, loud or excessive noise and other attractive nuisances; it also proposes shifting hearing officer authority for abatement from the council to the city manager or the manager's designee while preserving the council as the appeal body for recovery of costs. The ordinance would enable recovery of attorney fees in administrative and judicial abatement actions when the city elects to seek them.
Several residents spoke during public comment about sidewalk overgrowth, weeds and a specific neighborhood (Samoa) with alleged blight and health concerns. Staff and the city manager explained that code enforcement is largely complaint-driven, pointed to the city's OpenGov complaint portal for photos and location data, and said the proposed ordinance clarifies what conditions staff may address administratively to streamline enforcement. The council introduced the ordinance and waived reading of the full text for tonight's meeting.
