Public Works Director Arnold told the Council on April 21 that staff proposes amendments to Chapter 52 (Section 52.07) governing water meters. The revisions would require all meters to be city-approved and compatible with the City's system, mandate dual meters (one for indoor use, one for outdoor use), make property owners responsible for meter installation, repairs and replacements, and reserve city access for inspection, installation, or reading. The proposal includes a compliance deadline of January 1, 2027, and states that noncompliance could result in monthly fees and water shutoff after three months of continuous use of unapproved or inoperable meters.
City Administrator McCann noted a draft letter on the dais summarizing meter costs and available payment plans; following a transition to auto-read meters, staff intends to consider City ownership of meters. The Council voted to set a public hearing for May 5, 2025 (motion passed with Council Member Oachs voting nay). The April 21 record does not finalize meter pricing or confirm whether the City will assume meter ownership; both items appear subject to additional staff follow-up and the scheduled hearing.
