The North Mankato City Council on April 21 adopted Res. No. 45-25 approving a modification to the Tax Increment Financing (TIF) Plan for TIF District No. 2-2 tied to the Norwood Inn redevelopment and authorized execution of four development agreements. Financial advisor Tammy Omdal of Norland Securities presented the scope change and outlined the proposed project components and TIF requests.
Omdal described the redevelopment as five buildings: an apartment building with 61 residential units and 3,095 square feet of attached commercial space; a 7,358-square-foot commercial building including restaurant space; a 14,000-square-foot two-story commercial building for office or retail use; a mixed-use two-story building with 16 housing units and 8,067 square feet of commercial space; and a 98-room hotel. She summarized the four proposed development agreements and their TIF requests: 1111 Holdings (61-unit apartment) — TIF not to exceed $2,616,000; Range Street Holdings (14,000 sf commercial) — $1,109,637; 1111 Holdings (mixed-use 16-unit building) — $1,016,752; Vessel Holdings (98-unit hotel) — $1,367,068. Omdal noted the arrangements are pay-as-you-go, meaning "the City will not be paying for anything up front." The Council voted aye: Oachs, Peterson, Whitlock, Steiner, and Carlson.
The resolution authorizes the City to execute the development agreements and identifies the TIF amounts to be used to support the project. The Council record does not specify an overall cap beyond the itemized TIF requests, nor does it specify final implementation timelines for each building; those details will be set in the underlying development agreements and subsequent permitting processes. The Council adopted the resolution unanimously.
