Councilmember Mike Harding moved the measure and Frank Herbert seconded; the motion carried unanimously.
The consent action also included voiding a set of checks (listed in the minutes), approval of the minutes from Dec. 15, 2025, and acceptance of the Mayor's Monthly Meeting Plan. No council discussion was recorded during the motion. The next regular meeting was set for Feb. 17, 2026.
