Superintendent: State budget raises foundation allowance, district expects first state aid Oct. 20

Superintendent Kapolka told the board the state budget was finalized with limited details but included several items that affect K–12 funding. "We do know there will be a 4.6% increase in Foundation Allowance of $10,050 per pupil," she said, and added that the Michigan School Meals Program will continue to provide free breakfast and lunch for all students.
Kapolka also told trustees the state budget shifts roughly $1.3 billion from the School Aid Fund to support higher education, a practice K–12 leaders have raised concerns about in recent years. She said the district anticipates receiving its first state aid payment on Oct. 20, 2025. The report also noted increases in At-Risk funding and allocations for school safety and mental health. Board members did not take separate action on the report but recorded it as part of superintendent communications.
