The council approved a professional‑services agreement to hire Atkins Realis for construction quality control, materials review and on‑site observation during the Industrial Lane project. Steve Ziegler explained that Atkins Realis will review mix designs, subgrade compaction tests, contractor shop drawings, and perform visual inspections to ensure the contractor follows engineering plans; the service fee of $29,050 will be funded from the curb/gutter/sidewalk budget previously allocated.
Michelle Simpson of the town attorney’s office said the contract returned with minor edits and asked the council to approve the agreement in a form approved by the town attorney to allow slight modifications without returning the contract to council. Council amended the motion accordingly and approved the professional engineering services agreement with that caveat.
