Council approves $855,590 contract to rebuild Industrial Lane and culvert

Staff described the scope: replace an 18‑inch corrugated metal pipe with a 24‑inch pipe, build a concrete cutoff wall to reduce erosion, remove existing asphalt and subgrade to 8 inches and rebuild the pavement section (3" CTB, 2" ABC, 3" asphalt). The packet price for the work was $855,590.70, and staff said $849,345.05 was included in the adopted FY26‑27 capital budget with an additional ~$6,245 required to ensure a 24‑inch pipe.
"The culvert has suffered damage from decades of stormwater," Steve Ziegler said while summarizing the hydrology study and plans; he explained the additional $6,245 is to cover the larger pipe size and that those funds will be reallocated from a curb/gutter/sidewalk budget line. Council approved the SunLine Asphalt contract and directed staff to execute the purchase order and schedule the project for September.
