Parker council approves new police compliance platform, citing lower long-term cost

The Town of Parker Common Council voted to approve a three-year agreement to adopt the PMAM HCM compliance-management platform for the police department. Chief Daley told the council the platform unifies policy management, training records, digital forms and accreditation tracking and includes implementation and ongoing support; he said the platform offers these features at a lower annual cost than continuing to add modules to the department’s current system.
"The platform is designed specifically for law enforcement agencies and streamlines many of the administrative processes associated with policy distribution, training, documentation, accreditation, and personnel compliance," Chief Daley said, adding that PMAM HCM would provide the department with consolidated compliance reporting and accreditation readiness. Councilor (Moderator) moved to approve the three-year agreement and a council member seconded; the motion carried on a voice vote.
Staff presented multiple cost figures during the discussion: the packet listed an annual payment of $12,850 for the proposed agreement, staff said a three-year commitment would reduce the effective annual fee (one staff line read $12,008.50/year) and contrasted that with the department’s current outlay of about $14,200/year for the existing vendor plus an estimated $40,000/year in additional PowerDMS modules to reach equivalent functionality. Council approved the agreement and staff will execute the contract.
