County court completes first reading of Economic Enhancement Fund ordinance

Gilliam County Court opened a public hearing on Ordinance No. 20 26 0 2, the proposed Economic Enhancement Fund, and invited in‑person and online testimony. The judge noted the redline (strikeout) version of the ordinance was posted on the county website and explained procedures for public comment.
Resident Gary Bettencourt asked that the ordinance’s emergency services support fund definition be broadened by changing one connective from 'or' to 'and' so that the fund could cover equipment, personnel and operations rather than only single designated uses. After closing the hearing to further comment, the court moved and seconded a motion to read the ordinance by title only for its first reading; the motion carried and the judge scheduled the second reading for Aug. 19 in Arlington.
No substantive amendments were adopted at the first reading, and commissioners asked staff to update the adoption date on the ordinance to the next meeting date. The court did not take final action; the ordinance will return for a second reading and possible adoption.
