Administrator Rindy introduced the item and said the applicant had requested more time because of construction challenges. The applicant described contractor delays and partial progress on exterior work. "I no great excuses for planning, but mostly contractor issues," the applicant said when asked why the work had not been completed. Committee members pressed for a firm finish date and one member said, "Personally, this has been our this board's only failure, and and and it's quite embarrassing to go by there and see the scaffolding that's been up there for, what, 4 years?" in urging a deadline that would create urgency.
Board member Ron Markham moved to extend the grant to July 1, 2025 and to reallocate the $25,000 if the project is not completed by that date; Brooke Bauman seconded the amendment. The board approved the amended motion on roll call: Alder Shafer — Aye; Ron Spielman — Aye; Ron Markham — Aye; Brooke Bauman — Aye; Melissa Even — Aye; Dave Wharton Wyler — Aye. The Chair announced, "And motion carries."
