The Lucas City Council approved SPI to provide engineering services for HMGP-funded generator projects tied to federal and state disaster declarations. City Manager John Witsell said the city issued a request for qualifications per grant requirements, received two respondents, scored them internally, and ranked SPI highest.
Witsell explained SPI will be the city’s primary engineering contact, handle design tasks such as generator pads, and sublet electrical-engineering work as needed. "SPI was the highest rank," Witsell said. Council moved, seconded, and approved the selection by voice vote.
