The Lucas City Council authorized the city manager to execute a one-year professional services agreement with JTG Engineering, PLLC, in an amount not to exceed $78,000, funded from account 11-6209-309, for general engineering services starting Oct. 1, 2025.
A councilmember asked for clarification about the contract's termination clause (30-day notice) and whether the city would be protected if significant design work were underway when a firm terminated. Staff and other councilmembers explained that major design work would typically be covered by separate contracts, and the general-services agreement is intended for high-level reviews and smaller tasks. The councilmember also questioned a 15% fee on expenses in Appendix C; staff explained that the fee applies to subcontractor expenses (for example, hiring a firm to perform part of a review) and said in the meeting, "That's why there's a 15% fee on it." The motion to approve the agreement was made, seconded, and approved by voice vote.
