Lucas City Council approves $244,910 contract for McGarity ground storage tank repaint

The Lucas City Council on Sept. 18 authorized the city manager to appropriate $269,401 from the unrestricted water fund reserves and to enter into a contract with D and M Tank LLC not to exceed $244,910 for the McGarity Ground Storage Tank repaint and rehabilitation project. The council also encumbered a 10% contingency of $24,491 to cover unforeseen project expenses.
Staff told the council the city did not select the lowest bidder because of reference and past-performance concerns and recommended the second-low bidder, D and M Tank LLC, instead. "We are not selecting the low bidder in this instance," a staff presenter said, explaining that references and past performance raised questions about the low bidder. Councilmembers asked whether additive alternates and required updates to meet current codes made it more efficient to complete all listed work at once.
Councilmembers also confirmed timing for the work to avoid the upcoming summer season. A motion to approve the appropriation, contract, and contingency was made, seconded, and approved by voice vote.
