The Lucas City Council unanimously approved an ordinance authorizing a specific‑use permit for an accessory dwelling unit at 2450 Westchester Drive. Development services director Joe Hilburn told the council the property is zoned R‑1 and that "City Of Lucas, Chapter 14, Zoning Division 8, Building Structures does allow up to 900 square feet by right, and additional 600 square feet with an SUP for a total of 1,500 square feet," and that the Planning and Zoning Commission had recommended the ADU designation on Aug. 14, 2025.
Hilburn described the request as a 1,499‑square‑foot pool house/ADU and noted staff had received multiple emails of support from nearby neighbors. The council opened and closed the public hearing with no speakers and then moved to approve "Ordinance No. 2025‑09‑01023" to grant the SUP; the motion carried unanimously. The ordinance includes a stipulation that no exterior lighting is permitted on the south or west sides of the ADU.
