The commission also approved monthly contracts (up to $3,150 per month for up to two years) for several contract attorneys to serve on dependency and delinquency matters and to provide conflict coverage when public defenders have conflicts.
Judge Young, who was present, explained the county’s need for contract attorneys and said dependency cases can extend to age 21, requiring sustained representation: "Actually, in juvenile court for the dependency side, it goes up to their 21 years old," Judge Young said. She described contracting Mr. Carter as an on-the-spot conflict attorney to avoid delays that leave children in custody while awaiting counsel. Commissioners moved and seconded the items, which carried and were sent to the consent agenda.
