Navider described typical warranty coverage and the procurement tradeoffs between a cooperative purchase and a traditional plan-and-spec competitive bid. He said standard practice is a one-year installation warranty with manufacturer extended coverage where available and that Omnia projects are accompanied by open-book audit files to document compliance. He also warned commissioners that recent EPA-mandated refrigerant transitions have driven up unit prices and affected component availability, saying the industry has seen multiple retoolings since 2020 that have raised costs for replacement units.
