California road-charge advisory committee prepares to sunset, members urge continued engagement

The California Road Charge Technical Advisory Committee met July 31 and was reminded by Paul Golazewski, the California Transportation Commission's chief deputy director, that "under senate bill 3 39, the road charge technical advisory committee is scheduled to sunset on 01/01/2027." The committee approved minutes from its Sept. 19, 2025 meeting by roll-call vote and discussed next steps before the statutory end date.
Long-serving members used the meeting's member-report period to emphasize the group's 11-year contribution to studying alternatives to the gas tax and to ask staff to keep informal lines of contact open. Rob, Lee Tian, Lisa Bartlett, Jim Madaffer and others praised the committee's pilots and called for continued staff outreach to keep the technical knowledge available to state agencies. "We've had a lot of energy and focus," committee member Jim Madaffer said, noting the group's early leadership on pilots and privacy work.
Committee staff agreed to circulate a contact list of members after the committee sunsets and to explore an in-person or hybrid meeting for Sept. 25, 2026, the committee's final session. Caltrans staff also said they would post a draft of the final SB 339 report ahead of the September meeting for members to review.
