Alex Ammering of Costage Engineering told the board the proposal splits a roughly 12‑acre property into Lot 1 (3.4 acres) and Lot 2 (~7.8 acres) and that no redevelopment is proposed now. "Currently existing is the Sweet Briar Lodge," Ammering said, and he noted discussions with town engineering about a sewer easement and the existing public sewer stub at the southeast corner.
Town staff recommended a SEQRA negative declaration and highlighted condition 6 as a site‑specific requirement: a sanitary sewer easement along the frontage of Lot 1 to permit future sewer connection. Staff explained that part of the frontage is state‑owned land, which complicates later extension and may require state negotiation. Neighbors raised concerns during public comment about tree loss, drainage and groundwater: John Sopko said the woods west of his property provide privacy and noted "water doesn't seep through" and that his backyard is "usually wet until June." Cheryl Litzenberger said she shares the same concern and asked that a border of trees be preserved.
The board read the SEQRA findings, moved to approve the negative declaration and then approved the subdivision subject to the listed conditions, explicitly calling out the sanitary sewer easement requirement. The board's approval covers the plat and the conditions; any redevelopment of Lot 2 or tree removal would require later site‑plan review and town approval.
