School board calls Nov. 3 special election to renew 10-year capital levy for technology

The ROCORI School Board on July 13 adopted a resolution to renew its expiring capital project levy authorization for technology and directed that the question be placed on the Nov. 3, 2026 special election ballot. The resolution specifies a levy authorization of 1.836% of the district's net tax capacity, estimated to raise approximately $497,414 for taxes payable in 2028 and an estimated total of $4,974,140 over the 10-year authorization period.

Member Matt Thompson moved the resolution and it was adopted by roll call: Thompson, Vettleson, Schurman, Nierenhausen and Kollar voted in favor; none opposed; Bohnsack was absent. The resolution directs the Clerk to notify county auditors and the Commissioner of Education, publish notices, post sample ballots and coordinate election administration with county officials. The board also specified that proceeds must be deposited in a separate capital project referendum account and used only for acquisition, installation, replacement, support and maintenance of software, licenses, computers, technology equipment, networks, infrastructure and related personnel and training as allowed under Minnesota law.

Why it matters: renewing the levy keeps an ongoing revenue stream dedicated to district technology needs rather than relying on the general fund. If approved by voters, the authorization would allow the district to plan multi-year investments in devices, software, network upgrades and training. The special election will coincide with the State General Election on Nov. 3, 2026.
